China Democracy Party European Headquarters Proclaimed Established in London
Exiled democratic forces reorganize on the banks of the Thames in response to the heavy sentencing of seven Beijing branch members
On May 10, 2026, in London, UK—a significant birthplace of modern representative democracy—more than ninety democracy activists from countries and regions including the UK, France, Germany, the Netherlands, the US, Hong Kong, and Taiwan gathered on the banks of the Thames to officially announce the establishment of the China Democracy Party (CDP) European Headquarters. Attendees also included representatives of the Tibetan government-in-exile and representatives from Southern Mongolia.
This assembly is not only an important integration of overseas democratic forces but is also regarded by participants as a new historical starting point for the overseas Chinese democratic movement.
Inside the venue, promotional images of CDP founder Mr. Wang Bingzhang and long-term political prisoner Mr. Qin Yongmin were displayed, alongside boards showcasing the oaths taken by members of the CDP Beijing branch. The assembly representatives focused on reviewing and passing the "Declaration of the Establishment of the China Democracy Party European Headquarters" and the "Transitional Organizational Charter," and held discussions on organizational structure, future work direction, and the development path of the overseas democratic movement amidst the changing international situation.
During the meeting, participants specifically mentioned the recent incident where seven members of the CDP Beijing branch were arrested and sentenced to heavy terms by the Chinese Communist authorities. Representatives pointed out that the suppression of Beijing branch members for adhering to their political beliefs and exercising their civil rights constitutes a grave violation of basic human rights and freedom of speech.
Many representatives stated that the persistence of Beijing branch members under high-pressure conditions in China has made overseas activists more aware of their own responsibilities. Attendees emphasized that the overseas democratic movement will continue to monitor the situation of political prisoners within China and continue to speak out through the international community.
A key topic of the assembly was the establishment of a transitional organizational structure. Given the lack of conditions for large-scale member registration and general elections at present, the assembly decided to adopt a "democratic trusteeship" model at this stage to maintain organizational operations and coordination.
According to the passed "Transitional Organizational Charter," this transitional system shall not exceed a maximum of five years. If a formal party congress is not convened by May 10, 2031, all current positions will automatically expire to prevent the long-term solidification of power.
The assembly was co-chaired by Huang Hua, Wang Guoxing, and Jiang Fuzhen.
During the conference, many democracy activists delivered speeches in person or in writing, including: Wang Guanru, Wang Xizhe, Zheng Cunzhu, Liao Tianqi, Marie Holzman, Wang Min (written statement), Zhu Yufu (written statement), Wang Yunpu, Wang Guoxing, Jiang Fuzhen, Pan Yongzhong, Liu Weimin, Xi Haiming, Sangjie Jia, Zhaxi, Cai Mingda, Huang Hua, Benedict Rogers, Lu Lingfei, and others.
Nominated by the preparatory committee and voted upon by the attending CDP members, the assembly passed the following list of leadership members for the CDP European Headquarters with majority consent and no opposing votes:
- Chairman: Wang Guanru (UK)
- Vice Chairmen: Wang Yunpu (UK), Wang Guoxing (Netherlands), Liu Weimin (France)
- Secretary-General: Huang Hua (UK)
- Consultant: Jiang Fuzhen (Netherlands), responsible for party history and religious affairs consultation
- Consultant: Pan Yongzhong (Germany), responsible for media and public liaison
At the end of the assembly, Mr. Wang Xizhe delivered a rebuttal speech. The on-site discussion was enthusiastic, with participants conducting in-depth exchanges on the future direction of China's democratic movement, organizational construction, and cooperation among overseas democratic forces.

Attendees expressed that although the road ahead remains difficult, overseas democracy activists will continue to promote the ideals of freedom, human rights, and the rule of law in China.
As the assembly’s call stated:
“A China that no longer relies on fear to maintain order, but instead builds consensus through dignity, freedom, and rights, will eventually arrive.”
